The European Commission has the stated goal of harmonising European power markets. The aim is to create a pan-European market, the European Target model for electricity market integration, by 2014.
As a result it is intended that every consumer in Europe should be free to purchase power from the supplier of their choice, while suppliers gain access to all European customers.
The challenge is that many of the national markets are still highly concentrated, lacking cross-border integration and suffering from weak competition and insufficient price transparency.
